It holds no general theology library; off-topic queries return status insufficient_evidence because results below a reranker relevance floor are dropped. Devotional and personal-study material is excluded from broad search unless named by source ID or requested through a Bible-passage filter. Broader passage ranges match contained core-range annotations; if no mapped evidence remains, the tool returns a clearly marked broad hybrid fallback followed by bounded section-level `library_context` for the leading hits.
